The 10th European Congress of Local Governments (EKS), which will be held on March 3-4 in Mikołajki, will attract a record number of over 2,500 participants from Poland and abroad. The event will be attended by representatives of local and central administration, business, culture, science, NGOs and the media. EKS is the largest platform for dialogue, cooperation and promotion of good practices for local government officials and all participants of local life in Poland and Europe.
The dynamics of registration for this year’s jubilee 10th European Congress of Local Governments indicates that the number of guests will exceed 2,500 people, and the representation of local governments will be exceptionally large. Last year, the Congress was attended by 2,100 guests, almost 700 of whom were local government officials, including 37 city presidents, 135 mayors, 65 starostas and 131 commune heads. The main partner of EKS is the Marshal’s Office of the Warmian-Masurian Voivodeship.
International scope of the Congress
EKS is an international conference. Nowhere else will you meet local government officials from almost all of Europe – in 2024 there were representatives from 34 countries. Among the foreign guests, we hosted such important people as: Markku Markkula, President of the Committee of the Regions, Gudrun Mosler-Tornstrom, President of the Congress of Local and Regional Authorities of the Council of Europe, Emil Boc, Prime Minister of Romania and Mayor of Cluj-Napoca, Georg Milbradt, Prime Minister of Saxony, Katerina Cadilova , Chairwoman of the Czech Association of Regional Brands, and Żeljko Turk, Chairman of the Croatian Association of Cities. The opportunity to learn new ways of solving the problems of Polish local government units is a very strong advantage of the Congress.
Author’s meetings – an exceptionally interesting part of the program
An integral part of the Congress program are author meetings, of which we have prepared approximately 30 this year. We will be honored by their presence, for example: Prof. Jerzy Bralczyk, Prof. Jacek Raciborski, Prof. Przemysław Sadura, Prof. Sławomir Kalinowski, Prof. Michał Brzeziński, Prof. Krzysztof Kubiak, Prof. Justyna Wasil, Dr. Jacek Sokołowski, Dr. Grzegorz Lewicki, Dr. Jerzy Ramert, Mateusz Grzeszczuk, Zbigniew Parafianowicz, Yakow Schechter.
Meetings with authors is a unique program that brings the participants closer to the key publications of recent years, with particular emphasis on local government issues, but also scientific, popular science, social and opinion-forming. In addition, during each meeting, the Organizer will prepare a pool of free books with the possibility of obtaining a dedication from the author.

Polish local government is very strong – Zygmunt Berdychowski, Chairman of the Programme Council of the European Congress of Local Governments said summarizing its IX edition – this is the local government, which over the course of over 25 years has shown how effectively he can build something that is absolutely the most valuable – social capital. This is the local government, which today is the mainstay of Poland’s forces in Europe. It is primarily thanks to the involvement of local government officials that today we are a very dynamically developing economy, resistant to external crises.
